Description
The aim of the ECO-City project was to demonstrate innovative integrated supply and demand side energy concepts in three communities in Denmark/Sweden, Spain and Norway: respectively the cross-border community of Helsingør and Helsingborg, and the communities of Tudela and Trondheim.

Results
Helsingør/Helsingborg:
- Reduced energy consumption in municipal buildings;
- Increased investment in energy-saving equipment;
- Information campaigns for schools and citizens, with one school applying energy efficient measures;
- Training of janitors and caretakers;
- Renovation of housing to a low-energy standard;
- Construction of new low-energy housing;
- The Helsingør district heating department installed a first biomass boiler and a second is planned;
- Increased use of renewable energy, such as from biomass, wind, sun, soil, waste (biogas);
- Following information meetings with decision-makers, the Helsingør City Council has applied for more subsidies for new similar projects.
Trondheim:
- Supply of environmentally friendly energy to St. Olavs Hospital (district heating and cooling through river water from Nidelev);
- Efficient energy solutions for municipal schools - seasonal storage of waste as fuel for the incineration plant that supplies the district heating system;
- Ecological rehabilitation and renewable energy supply for an ecological city district;
- Construction of new low energy dwellings at “passive house” standard;
- Individual metering and monitoring of electricity and heat consumption in block dwellings;
- 21 of 53 public schools participated in an awareness raising campaign, which resulted in increased awareness of the project’s objectives and reduced consumption of energy;
- 31 kindergartens applied the energy module;
- 124 SME in Trondheim have finalised certification procedures and are environmental light-house certified;
- Local politicians from the Climate Change Committee were informed about technical solutions and energy efficiency in buildings and have pushed for stricter energy standards for public buildings.
Tudela:
- 26,460 m² of new and refurbished eco-dwellings:
- Queiles Eficiente: 122 new eco-dwellings (5 blocks); tertiary building (urban waste management);
- Lourdes Renove: 146 refurbished eco-dwellings (10 blocks); biomass district heating for 486 dwellings.
- Renewable energy supply:
- 2.7 MW biomass boilers;
- 15.48 m² solar collectors for domestic hot water;
- 58m² photovoltaic panels;
- High social impact: increased quality of life, wellbeing and health of inhabitants;
- National and international recognition.
