Experts Group

The Scalable Cities Expert Group is a networking and co-working community of experienced and motivated smart city experts ready to provide technical advice and support to the Scalable Cities and the European Commission.

Scalable Cities Call for Experts is now OPEN!

A new call for experts has been launched on five distinct topics. The call for experts is seeking experts with profound expertise on the following topics:

  1. 'Urban digital twins as a tool to support decision-making, operations, and monitoring’ 

    The study aims to comprehensively explore the current state and utilisation of urban digital twins in European cities, with a focus on their effective integration into decision-making and monitoring within the context of smart cities.   2. 'Empowering EU Cities: Harnessing AI for Smart Urban Transformation' 

    The objective of this work is to analyse how European Cities can utilise AI for the transition towards a smart and climate-neutral environment. Experts will provide an overview of potential AI applications in various domains relevant to smart urban development.   3. 'Innovative Public Procurement (IPP) in Smart Cities' 

    This study aims to provide valuable insights into the current state of innovation procurement in smart cities, offering guidance to policymakers, public authorities, and private stakeholders. The scope of the work involves a comprehensive exploration of key aspects of innovation procurement in smart cities, focusing on public-private partnerships, co-creation and co-design approaches, challenge-based procurement, and the influence of procurement regulations and policies.   4. 'Enabling and Upscaling PCED' 

    This study aims to provide valuable insights into the current state of upscaling Positive Energy Districts (PEDs), offering guidance to policymakers, public authorities, and private stakeholders. The investigation will explore key aspects related to the upscaling of PED, including legal and regulatory requirements, market conditions, enabling policies, business models, and financing opportunities.   5. 'Replicating Smart Cities Solutions in Small and Medium-sized Cities'

    The aim of this study is to outline strategies for the successful replication of smart city solutions in small and medium-sized cities, with a specific focus on the challenges faced by cities in Eastern and South-eastern Europe. The study will address the unique challenges encountered by these cities and develop tailored strategies to overcome them.   6. 'Energy Communities'

    The call for experts aims to support the Task Group Energy Communities to analyse approaches used by cities in Smart Cities and Communities projects to establish energy communities, emphasizing social sustainability and citizen engagement. Tasks include investigating frameworks, describing baseline conditions, examining operating models, identifying barriers and drivers, categorizing impacts and providing recommendations. How does it work?

Experts are identified through open calls to support the following types of activities:   

  • Participate in Task Groups: Experts participate in and contribute to the work of the Task Groups established by the Scalable Cities to work on specific smart city-related themes. 
  • Provide ad-hoc technical expertise: Experts are contracted on short notice to provide expertise in specific areas (such as replication, dissemination activities, topic report on new trends and technologies).  
  • Facilitate peer-to-peer learning: Experts are mentoring peer-to-peer activities and support the upscaling of the smart city solutions and replication.

Who can apply?

As smart city projects are complex and multifaceted, the experts can come from a wide range of different organizations and fields, such as:

  • City administrations 
  • Consultancies (energy, mobility, participation, urban planning, etc.) 
  • Industry, business associations and technology agencies 
  • Universities and research institutes 
  • Professional / city networks 
  • Real estate development/ housing companies 
  • Finance and investment 

We seek in particular individuals who have:

  • Proven, long-standing experience in fields related to smart cities;
  • A senior role in one of the Scalable Cities or other relevant smart city projects;
  • Experience in the design and implementation of smart city related initiatives.

Application procedure

The Scalable Cities Expert Group members are selected in a two-stage procedure: 

  • Stage 1: Interested experts register to join the Scalable Cities Expert Group database.
  • Stage 2: Once part of the database, members receive notifications about upcoming calls for experts on specific topics and assignments. 

Disclaimer: Registration does not automatically mean that you will be contracted for task assignments.

Timeline

The open call for expression of interest in the Scalable Cities Expert Group will remain open for the entire duration of the Scalable Cities assistance period (2021 – 2025).
