This report analyses four Scalable Cities Smart Cities and Communities (SCC) projects, namely SmartEnCity, Sharing Cities, mySMARTLife, and RUGGEDISED. The report provides a comparative assessment of their impacts on urban development and their roles in advancing the vision of a climate-neutral Europe. 

The report shows that the SCC projects have significantly contributed to advancing the state-of-the-art in urban innovation, particularly in the areas of energy efficiency, renewable energy, mobility, ICT, citizen engagement, and governance. They have also generated valuable knowledge and data that can support evidence-based decision-making, monitoring, and evaluation of urban policies and strategies. The report identifies some challenges and barriers that need to be addressed, such as the lack of political will, regulatory frameworks, and financial resources to support the replication and upscaling of the projects. It recommends that future research, policy, and practice in the field of smart and sustainable cities should focus on strengthening the linkages between urban innovation and climate action, enhancing the social and environmental sustainability of smart city solutions, and scaling up successful smart city solutions and business models.
