Description

Dresden is a city of knowledge and skills. Almost half of all workers have scientific and technological careers or have studied a subject in that field. The people of Dresden have a deep-rooted tradition of engineering and openness towards new technologies. The interdisciplinary collaboration between businesses and research facilities helps move Dresden forward.

The city council of Dresden approved on 2016 the Zukunft 2025+ IDUC, an integrated development urban concept. It paved the way for a Smart City by taking up the concept for the first time. The Smart City strategy of Dresden found its place in the guiding strategic planning documents approved by the city council and discussed with citizens in the course of the planning process.

The district chosen for the project pilot is Johannstadt, located to the east of the city centre. The area is one of the densely built inner city areas of Dresden. With regard to the socio-demographic composition of the residential population, Johannstadt differs from the Dresden average.

Within MAtchUP the City of Dresden will focus on:

• renovate and new construction of some buildings in the district,

• improvement of the sustainable mobility across the whole city (e-cars, e-buses, charging points and multimodality hubs)

• a dedicated platform for citizens to improve the ICT services

Technologies

Buildings and energy

The District-Heating system is just one element of a flexible Energy-system in Dresden able to heat the 40% of the Dresden apartments and one third of

the commercial building stock. Johannstadt district is supplied almost 100% with district heating. The district heating supply already leads to comparatively low CO2 emissions per inhabitant, in addition to the compact building development.

The invest in the spatial and technological development of the district heat system are in accordance with the Dresden city’s climate and the expansion objectives of the federal government.

Current and planned actions on the DH-system including the management aim to a continuously developed in the direction of higher flexibility and higher regenerative heat components.

Mobility & Transport

The City of Dresden has in the moment 10 electric vehicles (EV) for all departments in place, but will introduce in a near future more then 30 new electric vehicles soon. The city has the target to change their fleet to nearly 100% to electric vehicles until 2025, in summary more than 400 cars for all departments. In addition, the Dresden public utility, Drewag, has a fleet of 80 EVs and 5 Plugging Hybrid EVs established. For 2017, 37 new e-cars are planned and the growth will be continued in next years in relation to the demand. They also operate 30 public Charging Station in and around Dresden. The municipal transport organization, DVB, currently has 4 e-cars and 1 full electric bus (battery bus) in the vehicle stock. In addition, the company is using 19 hybrid buses. Regarding charging stations, 3 (own) are available for the operation of the electric vehicles: 2 in depots (conventional) and 1 at the route outside of depots (fast).

ICT

The Municipality of Dresden, in line with its Digital Agenda, has developed a global ICT-Infrastructure in which many vertical services of the city are integrated. This Urban Platform of Dresden is in charge of gathering information from these municipal services and to provide information to make city decisions by elaborating a set of key indicators to support this process. Another objective of the platform is to offer data to the citizens and municipal managers to support all the necessary information to ease their daily life.

Security and Privacy is one of the main pillars of the Urban Platform, as sensitive data is managed. The platform is the main tool for the development of the Smart City strategy of the city of Dresden.

Citizen Engagement

The Municipality of Dresden believes that the citizen participation in urban policy-making is essential for becoming a Smart City: the urban transformation of city passes thorough the involvement and the endorsement of its citizens.

Having this in mind, the city of Dresden is planning to have a citizen-centric approach with several actions and activities expressly dedicated to its inhabitants to raise awareness and acceptance.

Programs for social and local entrepreneurs, participation, education and co-creation activities addressed to citizens, business opportunities for the district inhabitants, local toolkit for the improvement of renewable energies are only few of the numerous activities that the city is planning to organise.
