The success and the acceptance of measures intended to enhance the energy efficiency and to increase the usage of renewable energy sources strongly within Smart Cities and Communities depend on the interests, the motives, the state of knowledge, the available information, the possibility of influencing as well as the willingness to invest of the different stakeholders.

By conducting economic, environmental and technical research and by assessing the possible measures, the stakeholders obtain information and statements for supporting and justifying their decisions. In this respect, further developing methodological principles for the assessment of economic and environmental benefits of measures in combination with the evaluation of the technical performance and reliability is a sub-task in supporting the usage of renewable energy sources and the enhancement of energy efficiency measures.
