Are citizens in smart cities engaged enough in the energy transition? How to engage those that are hard to reach, and how to accelerate and upscale citizen initiatives for an inclusive energy transition? The Horizon 2020 project Energy Citizens for Inclusive Decarbonization (ENCLUDE) examines exactly that.
ENCLUDE addresses the need to better define, contextualize, and integrate energy citizenship into decision making processes. Integrating different types of knowledge from diverse groups, it aims to rethink and redesign engagement processes between government, business, civil society organizations, and citizens for a decarbonized future for and by all. Additionally, the project aims to share all generated insights and knowledge through an Interactive Policy Platform, further enhancing the potential of information systems for smart cities in supporting an inclusive energy transition.
Through the ENCLUDE Academy for Energy Citizen Leadership, new knowledge about energy citizenship, opportunities for the energy transition, along with strategies for collaborative decision making and joint problem framing will be shared with citizens and NGOs across the EU. The Academy will recruit 50 future energy citizen leaders and provide them with digitally-enabled training materials to help them launch energy communities. The aim is to help mobilize actions for decarbonization, including communities that normally do not or are not able to participate in these civic processes.
