Funding Opportunity: Call for the Selection of Service Providers for Citizen-Led Renovation 

CLR Open Call

The Support Service for Citizen-led Renovation (CLR) is an EU initiative funded by the European Parliament and DG ENER. It is designed to put citizens in control of energy-saving renovation projects. Unlike traditional public actions, CLRs are bottom-up initiatives based on open participation and effective governance.

Scaling Up: 

We're expanding our network to include ten organizations (energy agencies, one-stop shops, energy communities, and associations) to support widespread citizen-led renovation. Five enablers are already onboard, and we're seeking five more to guide citizens and energy communities in implementing building energy renovations effectively.

Your Role: 

As one of the five additional enablers, you'll:

  • Provide tailored support to citizen-led renovation initiatives, including technical guidance, financial advice, and project management.
  • Assist communities in developing strategies and business models and accessing resources for sustainable building renovations.
  • Foster local ecosystems that support citizen-led initiatives.
  • Strengthen local capacities through training sessions, workshops, and ongoing support.
  • Facilitate knowledge sharing and dissemination of best practices across Europe.
  • Scale and replicate successful local projects to amplify their impact.

Who Can Apply? 

Applicants must be based in an EU Member State and belong to one of these categories:

  • Energy community networks or federations
  • Energy agencies
  • One-stop-shops, technical assistance facilities, or integrated home renovation service providers
  • Local public authorities
  • NGOs (consumer associations, environmental organizations, think tanks)

Application Deadline: 9 May 2025 

Contract Duration: September 2025 - December 2028 

Budget: Starting from €500,000 per enabler
