New Opportunity for Cities and Regions: Apply for C4T GROUNDWORK Technical Assistance

C4T Groundwork

Cities and regions working to advance sustainable urban development can now apply for the latest C4T GROUNDWORK call for technical assistance, launched by the European Commission. Applications are open until 11 September 2026, offering tailored expert support to help public authorities prepare and implement Cohesion Policy investments under Policy Objective 2 – A Greener Europe.

The initiative is designed to support managing authorities, local and regional governments, and other public bodies involved in delivering green transition investments funded through the European Regional Development Fund (ERDF) and the Cohesion Fund. Areas of support include energy efficiency in buildings and enterprises, renewable energy deployment, smart energy systems, energy storage, climate adaptation, water management, circular economy solutions, and green infrastructure.

For cities developing investment pipelines or seeking to accelerate the implementation of ambitious climate and energy projects, the programme offers valuable expertise on project prioritisation, financing options, stakeholder engagement, capacity building, and monitoring frameworks. Around 12–15 beneficiaries are expected to be selected under this call, with support delivered during the first half of 2027.

As European cities continue to scale up investments in clean energy, climate resilience, and resource-efficient infrastructure, C4T GROUNDWORK provides an opportunity to strengthen project preparation and maximise the impact of Cohesion Policy funding.
