Smart Cities Marketplace supports Kifissia in advancing mobility hubs towards implementation

Following earlier collaboration with the Municipality of Kifissia, the Smart Cities Marketplace continued to support the city in progressing its mobility hub initiative from strategic planning to concrete implementation.

Building on the initial Technical Assistance framework, the latest work further developed how Kifissia can turn its vision for integrated and sustainable mobility into a practical, operational system. As previously highlighted, the municipality aims to reduce private car dependency, improve accessibility and enhance urban quality of life, in line with its Sustainable Urban Mobility Plan (SUMP) and climate commitments.

At the heart of this transition are mobility hubs, which are designed as multifunctional nodes connecting different transport modes and services. Rather than being treated as standalone infrastructure projects, these hubs are conceived as part of a wider mobility system that integrates public transport, walking, cycling, micromobility and parking management into a coherent network.

The Technical Assistance placed particular emphasis on the metro terminal area in Kifissia, which serves as a key gateway to the Athens metropolitan network. With high passenger demand and significant commuter flows, the terminal provides a strong foundation for developing a primary mobility hub that can support modal shift and improve first- and last-mile connectivity

A central outcome of the latest phase was a clearer focus on implementation. The support highlighted that effective mobility hubs depend not only on spatial design, but on operational elements such as feeder bus services, structured parking and curbside management, and safe and accessible pedestrian routes. These components are essential to ensure that the system functions in practice and delivers tangible benefits for users. 

In this context, the introduction of a municipal feeder bus system plays a key role in connecting neighbourhoods to the metro and strengthening intermodality. At the same time, the integration of micromobility solutions and improved public space design can further enhance accessibility and encourage behavioural change away from private car use.

The Technical Assistance also underlined the importance of a phased and scalable approach. Rather than implementing large-scale infrastructure from the outset, Kifissia is encouraged to begin with a “minimum viable hub” concept, focusing on essential improvements to access, interchange and management. Additional features can then be gradually introduced based on performance, user feedback and available resources. 

Strong governance and stakeholder engagement were identified as key enabling factors. Close coordination between the municipality, transport authorities, service providers and local stakeholders is essential to align operations, manage potential impacts and ensure user acceptance. 

By moving from concept design to implementation pathways, the Kifissia Technical Assistance demonstrates how mobility hubs can be developed as part of a broader system transformation. The experience highlights the importance of combining infrastructure, services and governance in a coordinated way, offering a replicable approach for other peri-urban municipalities across Europe seeking to deliver sustainable and integrated mobility solutions.
