Developed within the scope of the Smart Cities Marketplace project, this report summarises the insights of the E-Scooter & Bike Share Urban Usage Focus Group, based on a one-year series of monthly discussions. It brings together perspectives from a diverse range of stakeholders - including researchers, civil society representatives, local authorities, private service providers, and regional organisations - across nine key topics related to the integration of shared services into local transport systems.
The findings highlight several critical challenges shaping this integration. A key issue is the ambiguity of the term “micromobility,” which is interpreted differently across contexts, complicating regulation and policy design. Sustainability is approached holistically, extending beyond local emissions to include full lifecycle and broader societal impacts. Balanced, evidence-based regulation emerges as essential, avoiding both overregulation and underregulation.
Successful integration depends on effective public space management, close collaboration between cities and service providers, and addressing the structural dominance of car traffic. The discussions also underlined that there is no “ideal user” - appropriate use is defined by behaviour and context - while accessibility, affordability, and mobility justice remain key priorities.
Overall, this publication serves as a practical guide for policymakers and practitioners, offering key considerations for integrating shared services into urban transport systems. It also reflects an evolving and inherently timeless topic - one where the conversation is far from over.
