The European Smart Cities and Communities (SCC) Lighthouse programme has played a key role in shaping Europe’s approach to climate-neutral and digital urban transformation. Between 2014 and 2025, 134 cities implemented and tested more than 550 Smart City solutions in the fields of energy, mobility, ICT, governance, and citizen engagement. This report assesses the results of these efforts with a particular focus on upscaling and replication, drawing on survey responses from 31 cities, two European workshops, and a series of expert interviews.
The findings show that the programme has had a significant and lasting impact. Many Lighthouse Cities have successfully upscaled 40–60% of their demonstrated solutions, moving from pilots to citywide applications. Positive Energy Districts, e-mobility services, digital data platforms and new models of citizen participation have become integral parts of local strategies. The initiative has also built a strong European community of practice that continues to share knowledge and foster collaboration well beyond the project period.
At the same time, replication across cities has proved more demanding than expected. While most Fellow Cities developed replication plans, only a share managed to turn them into tangible projects. Limited financial and human resources, fragmented governance structures and differing local priorities remain key barriers. Yet even where replication was partial, the learning effects have been substantial, and the networks established through the SCC initiative are now being carried forward in the Climate-Neutral and EU Cities Mission.
Overall, the SCC Lighthouse programme can be seen as a European success story. It has demonstrated that integrated smart city approaches can deliver measurable progress towards decarbonisation, digitalisation and social inclusion, provided that cities have the capacity, continuity and political backing to sustain them.
